Ongoing stall tactic

IAEA Framework to Resolve Nuclear Case
TEHRAN, Aug. 20--Iran and the International Atomic Energy Agency on Monday held the third round of their talks at the Supreme National Security Council headquarters in Tehran.

The talks, to continue until Tuesday, are headed by IAEA’s deputy director for the safeguards, Olli Heinonen, on behalf of IAEA and by deputy secretary of the Supreme National Security Council for international security affairs, Javad Vaeedi, on behalf of Iran. Deputy head of the Atomic Energy Organization of Iran for international affairs and member of the nuclear negotiation team, Mohammad Saeedi, told IRNA on Monday that in the third round of talks, which is considered the final round, the framework to settle the remaining issues would be devised.

“The two sides would immediately enter into talks to find precise and logical ways to implement the framework,“ he said, adding that it would be a time-consuming process.
He added that over the past 50 days, the two sides have been able to draw up the framework for most of the pending issues and some of the points defined in the framework have been implemented.

“We expect IAEA Chief Mohamed ElBaradei to reflect Iran’s cooperation in his report, which will be released in the next two weeks,“ he said. Iranian and IAEA officials have called their talks ’constructive’ and the outcome of their talks will be included in ElBaradei’s report, which will be presented to the IAEA’s Board of Governors in September.

Two earlier rounds of negotiations were held in July and August.
